The buy American provision of the American Recovery and Reinvestment Act of 1990 (ARRA) -
Welded steel pipe and tube must be both manufactured in the United States and produced from steel that is made and melted in the United States in order to satisfy the requirement of the Buy American Provision contained in the ARRA.
According to the FHWA Buy America Requirements –
All manufacturing processes of the steel material in a project (i.e., smelting, and any subsequent process which alters the steel material's physical form or shape or changes its chemical composition) must occur within the United States to be considered of domestic origin. This includes processes such as rolling, extruding, machining, bending, grinding, and drilling.
